Perkins Loan Information

Important: The U.S. Department of Education governs Perkins Loans. As of June 30, 2018, Congress did not renew authorization for the program. No new Perkins Loans may be awarded.

For existing Perkins Loans, repayment, deferment, and forgiveness options remain unchanged. Interest is 5% APR, and The University of Texas at Austin (Student Accounts Receivable) continues to service these loans.

You may designate another individual to handle your Perkins Loan affairs with written authorization. Complete the authorization form and return it to our office.

  • Provide a marriage certificate or legal name-change order.
  • Call, write, email, or fax your request.

Address Changes

Borrowers are responsible for keeping their mailing address current. Perkins Loan Services uses the Registrar’s “local address.” Failure to receive a statement does not remove your responsibility to pay on time.

  • Indicate your new address on your payment coupon, or
  • Update in UTDirect, or
  • Call our office, and
  • File a USPS “Change of Address.”

All Perkins borrowers must complete an exit interview before leaving UT Austin (including graduates, withdrawals, or dropping below half-time). You’ll confirm biographical information and review Perkins provisions that apply to you. If you e-signed your promissory notes, you may print copies at any time.

The last step is the Credit Cost Disclosure showing your total borrowed amount, interest cost, and first due date. Download, sign, and return required forms; keep copies for your records.

Payment Options

Loan Repayment Terms

  • Repayment begins after your grace period.
  • Payments are due on the 1st of each month.
  • Monthly amount depends on total borrowed; repayment period may not exceed 10 years.
  • Monthly statements are sent; non-receipt is not a defense for nonpayment.
  • Mail payments with the statement coupon if paying by mail.

Perkins AutoPay

  • Free Electronic Funds Transfer (EFT).
  • Automatic, on-time monthly withdrawals.
  • Posted to your loan immediately.

Note: If your loan enters deferment or forbearance, you must manually deactivate AutoPay. Funds withdrawn in error cannot be refunded.

Set up AutoPay (UT EID High Assurance required): utdirect.utexas.edu/acct/rec/autopay/. If needed, upgrade your UT EID. Or complete this DocuSign AutoPay form. Please allow 10 days; you’ll receive email confirmation.

Cash, Checks, or Money Orders

  • Cash: pay at Cashier windows, Room 8, UT Tower.
  • Checks/Money Orders: by mail or at Cashier windows.
  • Payable to: The University of Texas at Austin.
  • Include borrower name as on UT records and UT EID (if known).

If a personal check is returned for insufficient funds (NSF), personal checks won’t be accepted for 12 months.

Deferments

Overview

Perkins offers several deferments. Each has its own form and may require documentation. Submit the appropriate form at the beginning of the benefit period. Late fees ($8/month) assessed before a deferment is processed must be paid before processing. Deferments are processed retroactively for up to two years from submission.

Deferments are followed by a grace period before billing resumes. No interest accrues and no payments are due during a deferment or its grace period. Some deferments are only available for loans made prior to July 1, 1993.

  • At least half-time enrollment (automatic for UT Austin unless past due).
  • Submit at the start of each enrollment period; registrar verification accepted.
  • Medical internship/residency not eligible except dentistry.

Economic Hardship

Eligible in one-year increments (max three years) if you meet one of the following: qualifying Stafford/PLUS hardship deferment; receiving federal/state public assistance; working full-time with income ≤ minimum wage or ≤ 150% of poverty line for family size; or serving in the Peace Corps.

“Full-time” means ≥ 30 hours/week for ≥ 3 consecutive months. Poverty guidelines published by HHS.

  • Defer up to one year at a time; reapply annually (max three years).
  • Provide evidence of a job search (e.g., letters, agency registration).

Graduate Fellowship

Eligible if enrolled in a DOE-approved graduate fellowship (incl. fellowship-supported study outside the U.S., e.g., Fulbright). Provide annual Student Deferment form and certification from the program (bachelor’s degree, full-time acceptance, anticipated completion date). Program must meet DOE criteria.

Eligible while enrolled in a DOE-approved rehabilitation training program for disabled individuals; provide agency certification and plan details.

Military Deferments

Military service deferment: active duty or qualifying National Guard duty related to a war, military operation, or national emergency. An additional 180-day deferment may apply after demobilization.

13-month post-active duty student deferment: for certain Guard/Reserve/retired members who were enrolled at least half-time at activation. Ends upon re-enrollment.

Cancer Treatment

Deferment while receiving cancer treatment and for six months after treatment ends (no fixed maximum). Applies to loans in repayment on or before Sept. 28, 2018. A six-month grace period follows the post-treatment deferment.

Forbearance

Forbearance is a temporary pause of your monthly payments for up to one year at a time, not to exceed three years total. Interest continues to accrue monthly during forbearance; you may pay interest as it accrues, but it isn’t required. Unpaid interest is due at the end of the forbearance period.

  • Submit a written request at the start of the benefit period using the Forbearance Request Form.
  • Late fees assessed before approval ($8/month) must be paid before processing.
  • Forbearance may be used for financial hardship, poor health, certain military/AmeriCorps service, mobilization, or national emergency service.

Defaulted Loans

“Default” means failing to make a payment when due or failing to comply with other terms of the promissory note or written repayment agreement. Payments are due on the 1st of each month. A late fee of $8 per month is added to each loan that is one month past due, and continued delinquency negatively affects your credit (UT reports monthly to the three major credit bureaus).

  • If you’re eligible for a deferment, your credit file will be updated to show the deferment, but prior negative history is not removed.
  • Contact our office immediately if you cannot make a payment—we can’t help unless we know there’s a problem.

Loan Consolidation

Consolidation refinances multiple federal student loans into a single new loan with its own interest rate, terms, and monthly payment. Eligible loan types include Federal Stafford, Federal Direct, Federal PLUS, Federal SLS, Federal Perkins, Health Professions (HPSL), and Nursing (NSL) loans.

Consolidation can simplify repayment and may lower monthly payments, but you could lose some benefits tied to the original loans. Discuss options with your lender before applying.

Employment Deferment & Cancellations

Some deferments let you cancel a percentage of your Perkins Loan for each year of eligible service. Keep your contact info current. Submit the deferment request at the start of the service year and the cancellation request at the end of the year. Payments made during eligible periods are not refundable (interest may be capitalized). After deferment, a 6-month grace applies before billing resumes.

Teaching

Elementary or Secondary Schools Serving Low-Income Students

Full-time teaching in a U.S. Department of Education–designated low-income school (incl. eligible educational service agencies). Supervisory or non-instructional roles do not qualify. All BIA schools qualify.

Special Education

Full-time teacher of infants/toddlers (birth–2) or children/youth (3–21) with disabilities as defined by IDEA.

Full-time teacher for students ages 3–21 requiring special education due to qualifying conditions (e.g., hearing impairment, visual impairment, emotional disturbance, orthopedic impairment, autism, TBI, etc.).

Provide services directly and exclusively to high-risk children from low-income communities and their families (family services must be secondary). Schools, hospitals, and higher-ed institutions are not eligible employing agencies.

Perkins Loans made on/after Aug. 14, 2008 may be canceled up to 100% over five years for full-time firefighters (incl. disaster support, first-response EMS, search & rescue, HAZMAT mitigation).

Peace Corps and AmeriCorps*VISTA

Peace Corps: Service with qualifying 501(c)(3) organizations serving low-income communities; compensation ≤ federal minimum wage; no religious instruction/proselytizing; full-time ≥ one year.

AmeriCorps*VISTA: Must be VISTA; not receiving the National Service Education Award; provide documentation of decline. Cancellation rates: 15% (years 1–2) and 20% (years 3–4) of original principal plus accrued interest each year.

Military Service Cancellation

For service in a designated area of hostility or imminent danger for 12 consecutive months (with special pay under 37 USC §310). Cancellation up to 100% at 15% (years 1–2), 20% (years 3–4), 30% (year 5). Commander must certify service dates. See DoD list of Hostile Fire/Imminent Danger Pay areas.

Full-time nurse (LPN, RN, or state-licensed equivalent) or allied health professional (licensed/certified/registered) providing direct patient care.

Loan Discharges

Total & Permanent Disability (TPD)

“Total & Permanent Disability” means you’re unable to work and earn money due to an illness or injury expected to continue indefinitely or result in death. Apply through the Department of Education’s TPD servicer (Nelnet). UT may place your Perkins Loan on temporary suspension once notified of your intent, and you’ll typically have 120 days to submit required documents. Some approvals include a three-year conditional monitoring period; VA-determined disabilities are discharged immediately.

  • Eligibility paths include physician certification, VA determination, or SSDI/SSI awards with next review in 5–7 years.
  • During any conditional period, no principal or interest payments are required.

VA Disability

Borrowers with a permanent total disability rating from the U.S. Department of Veterans Affairs due to a service-connected condition qualify for discharge.

Death Discharge

Cancellation based on the borrower’s death requires an original or certified copy of the death certificate submitted to the school.

9/11 Public Service Discharge

Eligible for spouses of public servants who died or became permanently and totally disabled due to injuries from the September 11, 2001 attacks, if the loan was owed on September 11, 2001.

Loan Rehabilitation

Rehabilitation removes a Perkins Loan from default after you make nine consecutive, on-time monthly payments. You must request rehabilitation through UT Austin or its collection agency.

  • Payments must be monthly and consecutive; missing one restarts the count (on-time is defined by the school).
  • The payment amount is set jointly by the school (or its representative) and the borrower.
  • Rehabilitation is one-time only; judgments are not eligible.

Benefits: restored Title IV eligibility, return to regular repayment with a new term up to 9.25 years, and removal of the default from your credit history.

Perkins Loan Assignments

The U.S. Department of Education requires schools to assign defaulted Perkins Loans that have been in default for two or more years. UT sends a courtesy letter 30 days prior to assignment.

After assignment: the loan is typically handled by the Department’s Default Resolution Group/servicers. Consequences of assignment/default can include wage garnishment, Treasury Offset (e.g., tax refunds), ineligibility for FHA mortgages and Title IV aid, possible professional/license impacts (state-dependent), loss of certain forgiveness/income-based options, and negative credit reporting.

To avoid assignment or recover from default: repay in full; enter loan rehabilitation (often best if credit repair matters); or consider federal consolidation if you need a faster path out of default (note consolidation does not remove the default line from your credit report).

Privacy Notices

Privacy Act Notice (1974)

Authority to collect information (including SSN) derives from the Higher Education Act. Providing your SSN is voluntary but required to participate. Information is used to verify identity, determine eligibility/benefits (deferment, forbearance, discharge, cancellation), service your loan(s), and—if necessary—locate you and collect on delinquent/defaulted loans.

Routine uses include disclosures to federal/state/local agencies, contractors and servicers, credit bureaus, educational institutions, and others for program administration, counseling, collections, compliance, fraud prevention, litigation, congressional inquiries, and qualified research under Privacy Act safeguards.

Financial Privacy Act Notice (1978)

The U.S. Department of Education may access financial records in your student loan file as permitted under the Right to Financial Privacy Act to administer the Perkins Program.

Glossary (Selected)

Acceleration

When the entire principal, interest, and other costs become immediately due (often at placement with an external collection agency).

Amortization

The repayment period and the amount due each month.

Default

Failure to make a payment when due or comply with the note/repayment agreement; can also result from failing to submit deferment/cancellation requests on time.

Forbearance

Temporary postponement of payments while interest continues to accrue (paid monthly or at the end of forbearance).

Grace Period

Time after you leave school and before repayment begins; length depends on loan type.

Rehabilitation

Process for defaulted borrowers to restore the account to current status (see Loan Rehabilitation).
